The focus on the digital divide has shifted from the first order focus on on the gap between those who have access to Information and Communication Technology ICT and those do not, to the second order question related to the skills to beneficially use ICT or not. This thesis concerns itself with the digital divide in the greater Gaborone area in Botswana, and pays particular attention to the second order question.
An important component of the research is in the form of a case study which was done via survey in Gaborone. Chapter 1 discusses the research question and background. Chapter 2 offers an extensive literature review on digital divide and relevant theories. Chapter 3 sets out the case study and methodology. Chapter 4 presents the data and analysis of the survey.
Chapter 5 offers discussions and recommendations. Abstract: Information Communication Technology ICT is one of the driving forces of globalization and provides developing countries with opportunities for development.
Great efforts have been given by each government of a developing nation to provide physical access to ICTs in a bid to bridge the gap between the digitally excluded and the digitally included, however this paper argues that digital divide will continue to widen as long as governments of developing countries do not look beyond physical access to ICTs. This study argues that any discussion of the phenomenon of the digital divide must look beyond equitable physical access and take into consideration issues to do with content and capacity, capacity-building, infrastructural development and appropriation of ICT.

Transformation from a resource-based to a knowledge-based economy is partly hinged on innovation, research and development capability, knowledge channels, and the funding of research and development activities. Objectives: Bridging the digital divide and narrowing the intra-national divide brings about global information and communication technology ICT usage that translates into changing work patterns and eventually transformed economies.
