As you buy another pieces of land on the map you will want to work this issue directly on the highway, maybe making an underground route connecting the highway directly to your industries area. Once you do that you'll want to progressively build residencial areas. I say progressively because if you build it all at once you will be struck by an avanlanche of dead people and you wont be able to take care of it all at once, sims will be impatient and will move out of the city.
If you got poblems on populating said area you could try zoning it and aplying a lower tax rate policy so sims will be willing to move to your city.
Using cargo terminals for delivery to other parts of your city lowers your active car and your citizen agent limit if it is done well. Otherwise they would be useless. Every truck send from a train cargo is able to do multiple-delivery on one route. And it is a big difference if 40 trucks are crossing the city or 3 trains. They have no short timer. They spawn at the outside connection then travel all day doing their tourist stuff and drive from building to building.
