But I am worried that with temperature fluctuations here, is it safe? Also how much would it cost for me to do that? It is an electric dryer. It is a 3 car garage, as 1 side of the garage is supposed to be used for 2 cars cars to be parked one behind the other.
I want to use the space in the garage that is in front and is closer to the house. I can walk into that area from my kitchen for easy access. Who are the people that I need to call for such services?

There are too many variables, such as the current location of water pipes, and what is in between their current and desired locations, to give an estimate here. You will need to have a plumber come out and look at it. Yes, when water lines are goign to be moved, a city permit is usually required. Any plumbing company can do this for you.
