Under general direction, plans, organizes, oversees and manages a complex or highly critical program or programs, requiring extensive technical skills or a broad knowledge in areas of critical concern; manages the effective use of program resources to improve program productivity; provides complex and responsible support to direct supervisor, City Manager and the City Council in areas of expertise; oversees the work of subordinate personnel; and performs related work as required.
Receives general direction from the Office of the City Manager or a department director. May exercise direct supervision over subordinate professional, technical, and administrative support staff. This is a management classification responsible for planning, organizing, and managing specialized programs. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities, which include policy development, the establishment of goals and objectives, program administration, and budget development and oversight.
While Senior Program Managers may supervise subordinate staff, it is not a requirement of the position. This classification should not be utilized for programs of a limited duration. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.
