Azov or other groups certainly do not rule Ukraine. They are marginalised and have very small support from the general public. Putin tells you that Ukraine is run by Nazis. Because of historic reasons, the vast majority of Russians are strictly against fascism. In other words, Putin says that Ukraine is run by Nazis only because he wants you to hate the Ukrainian leadership. Ukrainians do not need liberating.
